New Guidance Circular #3 on Decree 102/2013/ND-CP Related to Foreign Nationals Working in Vietnam
As you may know, MOLISA issued Decree 102/2013/ND-CP on September 6, 2013 (effective November 1, 2013). This Decree detailed new provisions in the labor code for the management of foreign nationals working in Vietnam. After nearly 4 months of delays and confusion, the Guidance Circular that provides clarity for the correct implementation of Decree 102 was finally issued on February 24.
